Whenever you see such a big move in a single year, make your first guess "counties got reassigned" and look at surrounding markets for moves in the opposite direction.

Following that line of thinking in this Lima case, I see Dayton and Toledo jumped up while Ft Wayne and Columbus didn't move. I'm going to make an assumption that Lima lost a county to each Dayton and Toledo and not worry too much that I may have assumed wrong......
