So, who's gonna mandate this? Who will subsidize all of these drug tests, which cost about $100 a piece? Who's gonna build and maintain the database to keep track of these records? Who wants to add yet another bureaucracy to our already severely bloated government?
This is the problem with drug testing welfare recipients... Any cost savings made by kicking the "dirty" people out of the system will be lost by paying for millions of drug tests and new computer databases. Never mind the legal nightmares this would cause the government. A good lawyer wouldn't have much problem turning this into a privacy and discrimination issue. This is why it will never happen...
Private businesses have the right to drug test for whatever reason, although I personally don't think it's right to ask people to prove a negative without probable cause... But many businesses are actually doing away with pre-employment drug screenings because the tests cost so much. Also, with drug usage being so rampant, it really cuts down on their potential employee pools.
