CHARLESTON, W.Va. -- West Virginia has the dubious distinction of having the second fastest-growing prison population in the country, state Corrections Commissioner Jim Rubenstein told legislators Sunday.
In 2009, the state's prison population grew 5.1 percent, second only to Alaska, at 5.4 percent, Rubenstein told a legislative interim committee on Regional Jails and Corrections, citing a Department of Justice report.
West Virginia also has the fourth-highest percentage of prison inmates housed in regional or local jails at 20.5 percent, according to the Department of Justice report.
