Just noticed the FCC puts STA apps up on their database now.

Reading the text of this one for WPAY 1400 is interesting to say the least:

Description: NEED FOR STA EXTENSION

AS REPORTED IN THE LICENSEE'S PREVIOUS STA REQUESTS, STATION WPAY'S GROUND SYSTEM WAS STOLEN. (THIS WAS THE THIRD TIME THE GROUND SYSTEM HAS BEEN TAKEN. THE LAST TWO TIMES THE GROUND SYSTEM WAS REPLACED, IT WAS STOLEN WITHIN DAYS.)

DUE TO THE LACK OF A GROUND SYSTEM, STATION WPAY MUST REDUCE ITS ANTENNA INPUT POWER FROM 800 WATTS TO APPROXIMATELY 250 WATTS PENDING REPLACEMENT OF THE GROUND SYSTEM.

BECAUSE OF NUMEROUS DIFFICULTIES ENCOUNTERED, THAT REPLACEMENT HAS NOT YET BEEN COMPLETED.

AS PREVIOUSLY REPORTED, THE WPAY TRANSMITTER SITE IS REMOTE. HEAVY SNOWS AND RAINS IN THE AREA PRESENTLY MAKE ACCESS TO THE SITE DIFFICULT AND PRECLUDE ANY CONSTRUCTION WORK AT THIS TIME. HEAVY RAINS ALSO CAUSED WASHOUTS ON THE ROAD TO THE TRANSMITTER SITE. AFTER THE SNOW IS GONE AND THE GROUND HAS DRIED OUT, IT WILL BE NECESSARY TO REPAIR THAT ROAD.

THEN THE LICENSEE WILL STILL HAVE TO DEAL WITH THE PROBLEM OF A LARGE POPULATION OF SNAKES ON THE PROPERTY, WHICH WAS REFERENCED IN THE LICENSEE'S PREVIOUS STA REQUESTS. IN AN EFFORT TO KEEP THE SNAKE POPULATION UNDER CONTROL, THE LICENSEE HIRED A LANDSCAPING CONTRACTOR. THE CONTRACTOR'S FUNCTION WAS TO REMOVE FOLIAGE TO DISRUPT THE SNAKES' NESTING PATTERNS. THE CONTRACTOR'S EFFORTS WERE ONLY PARTIALLY SUCCESSFUL.

THE SNAKE POPULATION, TOGETHER WITH PROBLEMS WITH HORNETS ON THE PROPERTY, HAS MADE IT DIFFICULT FOR THE LICENSEE TO FIND PERSONS WILLING TO DO THE TRENCHING NECESSARY TO INSTALL THE NEW GROUND SYSTEM.

ONCE CONDITIONS ON THE GROUND WOULD PERMIT WORK TO GO FORWARD, THE LICENSEE WILL ONCE AGAIN TRY TO FIND A CONTRACTOR TO DO THE NECESSARY TRENCHING. THE LICENSEE ALSO WILL WORK ON THE PROBLEMS OF SITE SECURITY AND CONTROL OF THE HORNETS.

THE LICENSEE IS HOPEFUL THAT IT WILL BE ABLE TO OVERCOME OBSTACLES IT FACES AND RESTORE THE GROUND SYSTEM WITHIN THE NEXT 180 DAYS.

Wouldn't a simple solution be to fix the road now, then wait until the snakes and hornets are in hibernation to fix the damn tower?

Another simple solution would be a Vietnam era flame thrower. :twisted:

Why not just "counter poise" the ground using steal radials? WBTH was a "counter poise" system and it worked well. Even better if you disconnected the ground! that's why we had a mv/m limit of 150.

Who the hell would endure snakes to steal copper?

I might suggest that maybe they should, instead of getting rid of the snakes, fix the radials, then truck in MASSIVE numbers of copperheads, etc. And put on the protective fence, warning signs that say "BEWARE OF THE MOTHERFUCKING SNAKES ON THE MOTHERFUCKING COPPER!"

I have never seen any evidence that a (one) new ground system has ever been installed at that site. The antenna (folded dipole, unipole, whatever) was homemade and is of very poor quality as the wires are not supported horizontally and are loose the wind blows them into the tower. The ATU (wooden box) was sitting on a couple of sawhorses until the bottom of the ATU box rotted out and it fell down around the sawhorses. This site is in dire need of some help. I don't think thieves have had anything to do with it.

They did have a ground system for a brief period of time several years ago. They laid it out on the surface and I told Jay (the engineer at the time) that it wouldn't last and it was stolen within a few weeks. After that they had maybe one or two wires as the ground system.
