Public Broadcasting Changes

"Meetings of note this week: On Wednesday, the Educational Broadcasting Authority
will take up a motion from Education and Arts Secretary Kay Goodwin to shift all control
of all underwriting and other funds from the West Virginia Public Broadcasting Foundation to the EBA.

Foundation members are naturally concerned that if EBA has control of those funds, it will also have
full control over all programming decisions."

This might solve a few problems.
Foundation monies were "at-will" expenditures and did not have to be bid and faced
only the scrutiny of the foundation board. Lotsa travel.
At least with this move, the funds will be out in the open.

Could have to do with WVPBS not meeting it's "beggin'" goals, as stated on some spots I've seen lately.

I don't think they have made goal for years.
The technique is to revise the goal downward to save face.
Anyway this has everything to do with spending, not raising funds.
There almost has to be some real reason for this.
A reason someone wants not to see the light of day.

W.Va. public broadcasting rapped over nonprofits

CHARLESTON, W.Va. (AP) - The agency that oversees West Virginia public radio and television has run afoul of state laws through its fundraising nonprofits.

That's the finding of a legislative audit issued Wednesday. Auditors called on the Educational Broadcasting Authority to separate itself from its two nonprofit corporations.

These nonprofits rely on the agency's offices and employees. They have also deposited funds raised in their own bank accounts. The audit says that money instead belongs with the state treasurer.

Auditors also fault the nonprofits for inefficient fundraising. Wednesday's report said they spent 58 cents for every dollar raised. The industry average is 28 cents.

The agency's board met last week and has begun separating from its nonprofits.
