ANN ARBOR, Mich. (AP) -- The NCAA says Michigan coach Rich Rodriguez's program was out of compliance with practice time rules.
The university made the announcement during a 1 p.m. press conference on Tuesday.

The NCAA has been looking into allegations raised last fall that Michigan players practiced or spent time on football-related activities beyond what is allowed by the NCAA.
The NCAA sent Michigan President, Mary Sue Coleman a notice of inquiry in October, saying it planned to complete its investigation by Dec. 31 of last year.
Michigan is college football's winningest program, but sputtered to a 5-7 record in 2009, Rodriguez's second season in charge of the Wolverines.
Rodriguez was the former head football coach at WVU.
