Unfortunately, there's nothing in existence on this planet yet that can stop a ballistic missile. Any deterrent is totally psychological.
And of course, cancelling the Eastern Europe "missile shield" does save us a couple hundred billion dollars. You think the right would like something that doesn't add to the deficit.
We are working on and have had success with anti-missile systems.
The doctrine of "mutually assured destruction" kept missiles from being launched.
Diplomacy could be effective in some cases.
Mrs. Clinton was not allowed to even meet Putin last week.

We have yet to have a single successful test of any system that can hit anything other than a targeted drone ( one that we knew the entire flight path and time of launch before we launched), and we are decades away from anything that can hit anything else. The most promising system we have is actually the air based laser system but that's still way off. Some of the problems include hitting one target that launches without our prior knowledge, hitting more than one target that launches even if we know hours in advance when and where it's coming from ( Russians would naturally launch dozens or more), being within range of some unknown launch from an unknown site, and many more.
We're a quantum leap or two away from anything that could actually be called a "missile sheild".

Though I'm not sure what any of this has to do with Obama's Peace Prize. And why anyone is upset with Obama with winning it. Blame the Nobel committee, not the President. Even he admits its weird.

The Russian leadership, hardly believing its luck, needs no interpreter to understand that when the Obama team clownishly rushes in bearing gifts and "reset" buttons, there is nothing ulterior, diabolical, clever or even serious behind it. During the Reagan Administration Carl Sagan got together with about a hundred of the worlds top scientists and they all explained to him that SDI was NOT going to work.. That it was a massive waste of billions of dollars... Reagan didn't listen... Whether or not the weapons work is beside the point to these people...
The point to things like SDI, the war in Iraq, or the continued investment in weapons technology that we know won't work is about enriching the powers that be within the Military Industrial Complex..
Eisenhower warned us.... Only SOME of us were smart enough to listen..
