As West Virginia is one of the most rural states... and as WV has a huge DNR and educational budget, I cant help but wonder why we cant have web cams like these below:

I want a webcam on the moon, facing an Earth rising horizon. We know they've worked out the telemetry... and plenty of solar power is available.
