FCC to make it harder to move rural stations to big markets

My little 3KW FM covers a county of 4000 - fringe in the other counties might add another 4000 people.
And we do a fine job serving our city of license. There isn't a daily newspaper, other radio stations and TV signals are 50 miles away from a city of 150,000-plus. What we do and are expected to do is so different from stations in even small-medium size markets. It will always be a ma/pa operation but
it's a different niche. Yes, High school football, basketball, baseball, girls softball, city council - etc.
And they listen -and pay very little to keep it on the air - lots of $100.00 a month accounts. If LPFM would have worked (commercial) I can tell you of at least 10 small towns in north central and west Texas
who could have had their own stations run by local people who did it because they liked radio. where they live and, maybe, cared about their community

I still think that all of this OTA stuff will be beside the point in 5-7 years.
After the 4G/WiMax networks roll out across the country, the internet will encroach upon the small market operators, like it already has done to the newspapers.
People will always want local content, particularly in rural areas. But if it can be found on the internet along with everything else...
I'm actually surprised that nobody has created multimedia websites that are hyper-locally focused with news, blogs, wikis, and trading posts for rural areas.
Oops. Gotta stop letting my world domination plans slip out...
