They're not gonna give up until you relent to paying something eventually.
I found the first response on the page very interesting... It hearkens back to a topic that was discussed at length on this board many moons ago.

Touche.I am a webcaster. I have no sympathy at all for the griping over fees. You guys saw this coming! We ased for your support in 2003 at the NAB show and were laughed off. We told you that they were coming after you too very soon and you patted us on the head like second graders and told us to toddle off because "grownup's were talking" ...
I am calling my congressional reps and reminding them that since I have to pay fees, you should as well and showing them the stat's on the likes of Pandora and how much greater listenership we have than you.
Your talk of providing an avenue for the sales of music is hogwash. You homogenize and puree your mix so as to be giving out nothing cutting edge or truly new...
The time for paybacks is at hand! I am very honored to be fighting against you and will celebrate the day that those fees are finally enforced upon your ilk.
See you at the NAB show!

The NAB: On the wrong side of every broadcast decision made in the last 25 years.

Translators are a Pox on the FM radio dial.

Re: RIAA & The Performance Tax
The NAB needs to get the lobbying train going ASAP to try to quell this. Once a performance tax/fee is implemented, forget ever seeing it revoked.
