My guess is that Kanawha County will use the West Virginia Interoperability Radio Project (WVIRP) frequencies in the UHF band. This should be an APCO 25 digital trunked system similar to whats in use at 800 MHz in more urban areas.

For now, it looks like Charleston PD will do an analog simulcast their dispatch talkgroup on 159.15 MHz, Charleston Fire on 154.385 MHz, South Charleston Fire on 154.37 MHz, and the Kanawha County Sheriff on 155.625 MHz. These are the old (existing) frequencies for those agencies.

I'll bet you'll see additional channels added when this project adds all Kanawha County agencies to the WVIRP system. For now, the county has two transmit sites using the same frequencies. One off State Route 622 and Chandlers Drive in the Goff Mountain/Cross Lanes area and the other on Malden Mountain. I would have serious concerns about building penetration in downtown Charleston.
