Does anyone know of any sites that have FREE production music or non-copywrited?

Check out Freeplay music. Their production music library is downloadable in AAC and MP3 formats.
Their terms of use are very generous for personal and not-for-broadcast school use. Do read the fine print, though, if you want to use their compositions in for-profit broadcasting.

You may be able to barter production beds in exchange for ad time from Jones/TM. Not free, but no cash going out, either.
