Not actually true, but funny.

A clue. They plan to get this into law without the President's signature?

But, as the article points out, this tax is basically already in effect... with the billions of foreign aid we dole out every year.

This movement does exist, although well certain a minority at least now. I used the PAC article to give their perspective but you can search engine world or planet tax and come up with plenty of articles. Also groups pushing for a planet wide carbon tax, poverty tax (to help with) etc. Check it out. Regardless of what your political bend the subject is very interesting.

I don't necessarily have a problem with small environmental taxes, so long as it's spread evenly among the industrialized world.

But as it stands, the US will be very much penalized, almost exclusively.
