Seriously... the name "Mark Hallburn" has been mentioned on the Putnam Sheriff's radio frequency numerous times in the last couple weeks.

Just this week, deputies responded to this call: "A Mark Hallburn subject is harassing AEP workers at the Wal-Mart site in Hurricane. He's trying to keep them from working."

Installation of the permanent power wasn't without problems. Trucks blocked the road of neighbors to the Wal-Mart property. One truck nearly backed over a neighbor's car. Power was repeatedly cut to neighbor's homes, and excessive noise from workers repeatedly woke a four-month-old baby that lives in the neighborhood. Instead of apologizing for the problems, one worker snapped, "I don't have time to deal with this. Call the police." Instead, complaints were filed with a Mastec regional office and AEP's headquarters in Columbus, Ohio. After those complaints were filed, noise levels dropped.
