from what i've gathered, mainly its there for giving out free birth control, and the occasional immunization, which now they're charging for..

There are a couple of options even dumb me can think of that the Health Dept could use. They could petition the court to allow access to his medical records siting the public nature of his business and possable health risks to the public. And in this state, anyone can get a "hygene warrant" and have the man put in a mental hospital to determine his illness and sanity. So there are "things" they could do....if they wanted to. I dare say there is a reason they don't want to.
