It was basically a commercial version of NPR.
The problem is that there are already two NPR stations in the DC market. Then there's all-news WTOP--live, local, latebreaking 24/7. Then there's WMAL, WTNT, and WJFK already being the big talk anchors in the market.
There was really nowhere for it to go.
I doubt if being revamped as a fourth-tier rimshot FM talker will help it very much, either.

Heh, heh, heh.
Bonneville experimented with partnering with the WashPost to accomplish two things:
1) try to keep the audience that uses WTOP for headlines/traffic/weather
2) replace classical WGMS on in-city 103.5 with WTOP.
The Post must have thought that all they had to do was come up with a schedule and show up. Actually, they didn't show up, as all the Posties used a studio within the Post building while the radio people stayed at their HQ. Reporters who had not appeared on radio before were given no training on how to adapt. The lack of integration and a real radio PD was clear from the start. Bonneville's dumping of the block format, injection of some personality, and tightening of individual pieces built up a lot of resentment at the Post, and the death spiral was under way.
If the Post had been willing to truly play ball, this could have been a success.
