The man should not have been arrested, just told not to do it again. The issue here (and in the church next door case) is probably liability. Such issues as : a non employee doing work on the property with no contract. Who gets the bill if he gets hurt. What if after a period of time he wants paid for the work? And other such nit-picky things against doing a good deed.

Union members wouldn't give a rats ass, unless he was being paid!
