Hmm. I thought Plan B was to convert TV broadcasting to DTS, where instead of using one central high-power transmitter with the occasional fill-in low-power site to serve an area, a distributed network of low-power sites on the same channel is used. In that way, co-channel spacings can be significantly reduced, like having Philly and DC use the same channels.

Brilliant. Instead of a minority plagued by low field strength and/or multipath reception problems, everybody could share that pain!
