Time Warner does its own local newscast in NC. Local reporters based in the major cities on a 24 hour news channel. Very low budget, mostly young reporters (sort of like Charleston), heavy coverage of local sports, with a sports wrapup show every night. Before you laugh, Time Warner in SE Ohio offers each school district its own local access channel.
Same deal for local government entities who are interested.
A few places have gone way beyond the computer genreated scroll that used to occupy these channels.
Air time for news and other local programs can be bartered or sold.
The cable provider wouldn't have one extra dime in creating the content.
It may start out as a primitive looking operation at first, but ... think about it.

The original CSI and CSI Miami (The CSI show with oversaturated colors) are pretty good crime shows. CSI New York blows and Sinise does not need a paycheck that bad. And I watch The Mentalist wishing that someday I could be as eloquent with my intelligence as Patrick Jane, but find myself coming off as a cross between Sheldon Cooper and Leonard Hoffsteader on Big Bang Theory. Note, I am not watching Leno on the 10:00pm time slot despite his show being quite good. There is just better television than a warmed over late night show with a missing desk in prime time.
