Seriously, it's a pain in the ass, but it's a neccessary evil. You can't imagine what junk would be on the road. Don't worry, though, it will eventually go away, probably replaced with an emission sticker that will be impossible to get with a car more than five model years old. Power to the people.
When I lived in Detroit in the 80's, Michigan had no inspections at all. It was awesome. Of course you'd see cars with giant rust holes in the bottoms and sides, doors wired on. Come to think of it, that's why it was awesome.
