It is not the steel belts in the tires that allowed the current to flow.
Tires are made to be conductive so that sensitive electronics will
not be affected by static electricity build up and discharge thru them.
Some of you are old enough to remember the chain that was left dragging on gas
trucks and other large vehicles, even school buses. That was a discharge path
for static charge. Or as some might call it, sparks.
At any rate the driver was a dumbass and almost paid with his life.
