EAS State Plan

Anyone who has examined the most recent state plan from 2011 realizes what a joke it is. While station calls, studio locations and even city of license change over time, the 2011 plan was out of date the day it was printed. It includes stations that are off the air, and a multitude of similar errors.

One can understand the problem when the closed group formulating the plan made no mention of CAP....and met for the last time just before representatives of Sage and Monroe arrived to demonstrate their new boxes.

The 2011 plan is now being revised, with Michelle Crist (WVBA) and Noel Richardson (WV Radio) again being the chief architects. Coincidentally, the new WVBA website has appeared. After looking at the WVBA station listings, I have little hope for much improvement in the new EAS plan. Look at the station listings on the WVBA site and see how many errors you can find:

You can start by asking the FCC database to supply a list of FM stations in the state (just enter "WV" in state, and "Full Service" in the service box):

(As a matter of reference; WRRR-FM, St. Marys and WXCR New Martinsville are licensed to Seven Ranges Radio, with studios in St. Marys, and monitor both WXIL, Parkersburg and WOVK, Wheeling for EAS; while WVVV Williamstown is licensed to Seven Ranges Radio, studios near Vienna, and monitors WXIL.)
