What stations have strong TSA numbers, but weak in the metro

What stations have strong TSA numbers, but weak in the metro

I'm wanting to buy weather sponsorships and mentions in a 5-state area (Ky, Oh, NC, Va and WV), and I am looking at a VERY specific demo: women 45 to 54...and even more specifically, with internet access. The kind of station I'm looking to use would have a big footprint, but weak numbers in the MSA that would tend to keep the rate low.

Can you give me any suggestions of stations that would fit that description? First one that came to my mind is WXBW...
